Alisa is not strong at all actually, shes one of the easiest characters in the game to block. Mostly all of her move set is mid high.
Best characters in the game are characters who have mids with lows built into the string that have launch potential like Hworang, Bryan, Claudio, Lee, Law, Asuka, Jun, Lars and Leroy.
As an Alisa main myself, shes pretty easy to counter.
