On low levels, you don't need any other rifle than Veteran lvl 1, seriously. It has a balanced x3 scope and around 770 headshot damage, which means 2-3 hits to kill for most of the opponents. Undertaker is good, but you could win it 1 v 1 with Veteran, so I'd say they're equal, but Veteran is basically free, so it's better. Falcon is trash: it's very slow and damage is not much higher than Veteran, also it has x6 scope, which makes it very difficult to aim at closer distances, and considering that most of the maps are small, it means it's never useful. So, rifles better than Veteran starts only since Punisher, but it costs 21k, I'd better spend gunbucks on assault rifle + shotgun combo, and then save to get an Iceberg (or better Thanatos if you have some extra gold) which has pretty awesome headshot damage and believe me, you don't want to shoot with a sniper rifle any other than on the head.
