In my experience, performance management can be very good for cultivating and developing employees. But there is a bad side when that Spotlight is shined on problems in the organization. From my experience organizations then try and attribute all those problems to specific employees instead of taking an overall perspective view for the whole company. Then addressing those issues with the company itself as well as cultivating Talent with the employee that are hitting goals.
