Hi Ajit, I think you can. However, please note that-only your educator (e.g., professor) can invite you to AWS educate account and apply for credit for you. You can't get student account credit automatically be creating an educate account by yourself.
Educate account doesn't charge anything, you don't even put the credit card information, so there is no way to take money from you. You get $50 free credit at the beginning and that amount keep decreasing as you use resources.
Free tier account page still shows its free for 12 months. Your account might have been suspended for some reason. Please contact AWS customer service to resolve your issue.
