While Boeing has had 2 astronauts stranded at the ISS for months with issues on Starliner they cannot solve. If launches ramped up by 1000x their emissions would be 0.0004% of global emissions. Cars are CURRENTLY 10% There’s also no alternative to chemical propulsion for getting objects into orbit. There are low carbon alternatives to cars So yes actually. It makes perfect sense that something avoidable with simple changes that emits 10% of emissions is going to have more regulation and restrictions than something with ZERO alternatives that only emits 0.0000004% of them. It’s not hard to understand

Stubby engine bell. Sometimes used when parameters allow because it is less expensive. Also less performative hence not used all the time.
