Once you create the Blynk app on your phone, can you 'easily' copy it to another phone or do you have to build from scratch on the new phone ?

You can practice your code over an USB connection too. Blynk works with several WiFi shields, Ethernet shields and USB.

Dmitriy Dumanskiy As noted I have an Arduino Uno Wifi board (www.arduino.org/products/boards/arduino-uno-wifi). For the code I used the web site 'examples.blynk.cc' specifying the 'Arduino UNO wifi' for the board and 'built in ESP8266 wifi shield' for the connection.

Sir I have using water tank level transmitter for measuring the tank level. The transmitter out is 1 to 5 V variable
Means
1V need to set 0%
2V need to set 25%
3V need to set 50%
4V need to set 75%

You can do it using serial in parallel out shift registers along with arduino uno ,or you can do it using arduino mega
