According to the official Star Trek website, Arex was Chekov's instructor before the events of this series. For the full story go here...scifi.stackexchange.com/questions/18625/why-wasnt-chekov-among-the-star-trek-the-animated-series-crew
i Can't Believe they replaced Chekov with an Alien.. I Mean yeah its kool to have an alien in this toon series but C'on.. AND Yes I Also Know Spock Is an Alien as well But Even if Walter Koeing Didn't want to play or use his voice Isn't reason to replace him in his Spot!
Initally, Filmation also did not intend to hire George Takei and Nichelle Nichols. Leonard Nimoy went to bat for them, but there just wasn't enough money in the budget to hire Walter too.

I love this scene.
the animated series always seemed to me a bit more fantasy than sci fi
I wonder how an Edosian like Arex joined the Enterprise crew.

Check yourself, son. Arex is boss.
TAS was made on a shoestring and Walter Koenig was one of the first things they cut out, unfortunately.

He did write an episode however.
I have to believe it was more fun playing Bester than playing Chekov.
