I would assume that he was waiting for the Champion to return with Martin and then all former Blades at the Priory would say they're going on a pilgrimage with the priest of Akatosh and his mercenary bodyguard. A group large enough to be offer some military force but small enough to not draw too many eyes.

So if Cyrodiil is subject to constant Altmer plotting, it makes sense why the people who survive to get leadership positions would be of the race that resists magic.
I do think Sheo (HoK) is the only TES hero that makes a lot of sense being leader of every faction. Also, never thought about how many Bretons are faction leaders. 🤔
It would make sense that Sheogorath loves the Dark Brotherhood questline the most despite how traumatic it was, or maybe because it was so traumatic it launched his madness in the first place By the time of Skyrim he would be leading a double life of Shivering Isles leader and the manager/perhaps minor deity of every cyrodiil faction, whether by dogma or subconscious. Can I give you an advice? In one of your tier list videos you should try make one in which Dagoth Ur makes the list alongside another TES character (someone other than Sheogorath for a change 😅). By turning the monologue into a conversation in which two characters have conflicting views can make for really funny interactions. The more different they are, the funnier it gets! Trust me, I know this from experience. Inspired by your videos, I recently uploaded one in which Dagoth Ur joins two Bionicle (because why not) to make a Star Wars tier list, and I had the time of my life! The only downside is that you consume the amount of words that you buy per month on Eleven Labs (I assume you use that software too) faster, which in turn reduces how many videos you can do. Anyway, I just wanted to give you that idea, and if you want an example, the video I just mentioned is in my channel. Have a good weekend!
