"collective security" not collective defense.
One need not attack even a non-member of NATO to be seen as a threat to "NATO collective security" by way of example Ukraine or even not allowing for the Netherlands to be a major natural gas producer.
Turkey invading Syria despite Turkey being a NATO member would also be deemed a threat to "the collective security." Anything meant internally to undermine the value of respective European currencies ("currency War") also a threat to collective security.
Point being *IS* one of defense absolutely though as NATO has no authority nor claim to have an authority to launch a wmd.
NATO can precipitate a conflict however if deemed to aid in the goal of "collective security."

NATO is the best thing which happened to Europe, or the west in general, since fall of the European empires, but we should have never allowed a situation when the US is starting a war outside the NATO borders, and all of the allies are obligated to take part in such a war.

Mexico actually has a federal law that mandates they only address their own national security and they take a rigid "non-intervention" stance to any other nations conflict/defense. So just based on their own laws they cannot be a NATO member.
