This has always been a Flemish city, and the Flemish name for this city is Brugge. I don't see why anyone would use the French name for this city. The Flemish name is the name all the people of Brugge use and I think that to use the Flemish name makes all kinds of sense.
The English name for this city is also Bruges, pronounced as "broosh" (broesj). It have nothing to do with the Flemish/French thing. But is necessairy to know the city name how it is called by the locals.
