@@jacklick I know you mentioned that the part numbers of the negative -5vdc regulators are the same but the manufactures of regulators WILL self regulate on their own without a load and other manufacturers of regulators DON'T self regulate on their own without a load. The +5vdc regulators and +12vdc regulators don't have a problem of self regulating without a load? That seems unusual that only the -5vdc regulators don't self regulate on their own without a load.
I wouldn't assume all +5v and +12v regulators regulate on their own. Sometimes there is some component on those lines that creates enough load for them to regulate. This is the case on Midway PS rev D and higher for example. Maybe some of them have super low load regulation requirement. Not enough of a mystery for me to go hunting.
@@jacklick I think that the SENSE Circuit is affecting the load on the +5vdc because the -5vdc doesn't have the Sense circuit that is maybe why its not self regulating?
Different type of regulator on the +5v line (it is not a 7805) and it is regulating even with sense line disconnected. However, I would have to check what the load is but am sure there is some, possible from the sense resistors or other components.

I am sure there is something in the design by the manufacturer but beats me. Some regulate with no load and some don't.
