It's just a joke based around the fact that the host always had to ask "is that your final answer" and a lot of times it felt like he psyched the contestant out of answering correctly. No he wasn't trying to do it on purpose, the host doesn't know the answer, and more often than not would also steer the contestant out of answering wrong just as much as right you just remember the times where the guy would have gotten it right.
