Budokai 2 was so underrated

My guess is that while Budokai 2 was an improvement over the first Budokai, Budokai 3’s further improvements with gameplay, modes, etc. make Budokai 2 obsolete to many people. But then you might ask, “Well, why is the first Budokai included then?” Simple, Budokai 1 has the animated cutscenes that makes you feel like you’re watching the actual DBZ anime without the filler/certain plot points. To paraphrase a reviewer who looked at the Budokai games; “You play Budokai 1 for the Story Mode, and Budokai 3 for everything else.” The only worthwhile exclusives Budokai 2 has are the exclusive Buu absorptions and the joke fusions of Tiencha and Gokule. While 2 also has the board game mode which admittedly does have some charm, it gets monotonous by the end when you’re dealing with all those Saibamen and Cell Jr battles. This is likely why the first and third Budokai games were included in the HD collection. Though if you enjoyed the original games’ soundtracks, you ain’t listening to them in HD due to the plagiarism claims and because Budokai 2 isn’t featured, you won’t get those funky jazz pieces either.

I remember back then every time I faced super Buu and he would use absorption, I would pop the disc slot open and he would infinitely look for someone to fuse to until I closed the disc slot.

I think it was an intentional oversight on the developers. My guess was that it was probably easier for the devs to copy and paste all the attributes for SS2 to Trunks rather than making additional adjustments to his model/aura/stats just to accommodate a transformation only he would realistically have in the game. With Vegeta, the Super Vegeta form was probably easier to overlook because he actually uses Super Saiyan 2 in the Buu saga, which is what the game focused on.

I think it's also because in the anime the animators would forget to add the lightning effect whenever Goku Gohan or vegeta goes super Saiyan 2

piccolo fusions count as transforms because he powers into them.
HOWEVER normal fusions like dance and earrings are NOT transforms and should not be in this video.

In the budokai and budokai tenkaichi games, ALL fusions are considered transformations. You can transform into a fusion at any time just like a normal transformation.
