He means you lack empathy for desperate people. Not everyone has a privileged upbringing, nobody knows the backstory to why some of them do it. Some clearly do it for greed, but some could be forced/threatened or vulnerable people who've been offered a way to survive and feed their families. A lot of smugglers have been picked out by criminals and preyed upon. I'm not condoning it, nor am I criticises you
People do it because they don't have money to feed themselves or their families.
The vast majority of smugllers get through customs with no issues you just don't see those cases for obvious reasons. If it means providing for their families why would they not choose a relatively low risk victimless crime?

She has more than what is allowed which is 200cigs, but there is also a certain amount that if you don't cross that amount, ALL your cigs will be seized and you will get a warning letter, it will also go on your record that in the future if you try to smuggle any amount that is above the 200 limits then they can arrest you.

You're allowed to take in 200 cigarettes from non EU countries, but theres no limit to what you bring from EU countries. However, if you bring in more than (i think?) 800 cigarettes they may be suspicious that they aren't for personal use and can seize them if they suspect you will be selling them. Under 800 you're fine, 800 or over you're gonna get questioned and they might not believe you and sieze them.
if you are bringing in cigs that for personal use that should last you 3 months and they catch you 2 weeks later with the same ammount they will be seized

Never purchase Luggage from a Second hand store. It may have traces of DRUGS from the previous owner and when you go through the gate you might get flagged. Buy new .

There is no limit to the amount they can bring in for personal use, but the tobacco can be seized, if customs thinks it's for resale. Under the guidance means below an amount that is automatically suspicious, but ultimately it's a judgement call

Why? It works. A fairly low percentage of smuggled drugs get caught in the airport, that's why cartels continue to use mules. If all their mules were getting caught they'd stop using this method.
They estimate that despite all approximately 80% of people smuggling through airports aren’t caught.
A lot of people get through just fine. If it’s a small amount for personal use you might just have the drugs taken and be on your way.
Moving quantities is stupid though- better off mailing it, odds are if it’s not weird looking it won’t get a close inspection.

they're also subject to a full body search if a machine picks up trace amounts of a chemical you might never have come into contact with. Shake hands with the wrong person? you set that machine off. If the operator mishandles the machine or it's calibrated incorrectly, you set that machine off.

Here in the states (even if you DON'T have anything illegal) you can get arrested for repeatedly cussing & yelling at customs officers, happened to a friend of mine he actually got 6 months for doing that (it's called disorderly conduct)

They're people coming into the country. The UK has no control over the checks carried out at the departure airport.
