You need to train your troops, that why they can’t push well. You can train them by shift left clicking the gear icon when you select unit(s). If you don’t they suffer a 15% decrease in attack/defense. You also need to use frontlines and attack orders, the planning bonus gets you even more attack.

you also need special forces like mountaineers with rangers and good artillery to push well with infantry

It's mainly because Hitler couldn't even control Madagascar, sending millions of Jews in Madagascar was impossible during the War.
