I do it much easier, I put the color down first and then with a larger brush dot it with alcohol and let it do it's own thing. You can always add more alcohol. Much faster than your way.

Will it work on acetate?
Yes...it will work on any non porous surface
Looks beautiful hair spray can work as a fixative too i think. Ive used with watercolour pencils before.

If you found that way works for you then that is great...I like to move the ink around to create lots of movement and texture.
