Russians hired Turkish companies for building most of their new infrastructure, housing, government buildings after the cold war. They have robust construction industry, they can handle rebuilding the place as long as there is funding. This is the only realistic way for all Syrians all around the world return.
Syria wants its people to come home, but what are they doing to welcome those who do? Will that boy sleep on the street with no place to go, like his foster father likely would? Where are the reporters that ask some valuable questions and have a look? Step on Syrias new governments toes to lead the way, there are 1 million people in Germany alone, that could come back, but surely not without a clue of what's going on over there.

Unfortunately, you are right. Only about 10 percent will return to Syria and the rest will stay because the wages here are better. Only if international community helps to rebuild Syria then it might be advantageous for Syrian people to return home
