You can delete steam achievements with the steam achievement manager, but the number of badges is irreversible.

All you need to do is x = 0.69*N where x is the number of achievements you need and N is the total achievements in game.
The fact that x is also 6969 is very lucky, it means the game has exactly 10,100 achievements in total. He was probably looking for a game with this number.

0:47 for anyone wondering, there is actually a program that can edit what achievements you have completed, you can force it to complete achievements you've never done before and delete achievements you have completed.
@@hoffer_moment I know it's anecdotal but I've never been vac banned when I used it. Needed it to get an achievement that was broken and wasn't granted even when completing the requirements for it.
