there's no real time stamp on falsettos, but it happens towards the end of act 1, it was love at first sight for mendel and trina and bill finn kind of highlights the point that marvin wasn't enough and she found happiness despite him and their divorce with mendel, that the proposal tops it. Plus it enables them to be a happy married couple in the second act
