The Fact that *Cell* has every Data of "Cells" from every Fighters around the Earth including Goku, Vegeta and even Piccolo with his Regeneration, *Cell* is technically Everyone's Brother, But in terms of Birth Family, Dr. Gero is *Cell's* (real) Father and the other Androids like 16, 17, 18 and 19 are *Cell's* (real) Siblings, and yes, even Androids 13, 14, 15 and 21 do count as part of *Cell* Family.
