paying taxes is not an issue. However, the question is if paying taxes gives one access to government services? like health and education, or post retirement benefits?

I doubt this will be implemented in UAE anytime soon. My reasoning is that most people who have moved to UAE and are planning to move to UAE is because of the tax free personal income. HNIs and UHNIs stop investments if any type of taxes are applied. This will create a negative sentiment to the overall investment marker. The HNIs and UHNIs are the ones who make and break the economy. Obviously it is difficult to predict what will happen in UAE but I am sure the rulers know that the investment scenarios for Oman and UAE are totally different and why people choose UAE over any other GCC is very clear to the UHNIs and HNIs
Well rich move to Dubai not other parts of UAE and Dubai is less than 20% economy of UAE. Abu Dhabi is calling shots so it seems they dont care few millionaires come to Dubai or not. Second questions is how much these so called millionaires are contributing max 1 Billion USD? If they start income tax, they can easily raise 10s of billion dollars every year directly going to government.

It's mandatory to put tax those business peoples who Make workersto work for 14-15 hours a day and giving cotton candy in the name of salary. UAE need minimum
