Actually, I had the same problem, which happened after I downloaded the lockdown browser at school, so i check all the setting about that, it should be a bug, which will take place when you restart you pc while the lockdown browser is still working. it will ban the task manager and power setting when you login the pc again. here is my solution: open the lockdown browser and shut it down again, then sign out the account of the PC and login again, then i can find my power setting in start menu.

But when I pressed alt and f4 keys a small window popped up and then i selected the 'shut down' option and pressed ok, then the laptop actually shuts down then restarting the 'on' button I can finally see the shut down, sleep and restart buttons
