People tend to forget that the only real difference between most modern fireworks and old school bombs is a thin cast iron or ceramic casing... Seriously, cannon shells and mortar shells grenades and rockets from the black powder era used the exact same tech as modern fireworks, they just used cast iron or ceramics to make the explosion even more deadly. Newer cannons mortars grenades and rockets arent much more advanced. But a firework will absolutely kill you if mishandled.
And what... even if it would be IED and would be made just for fun or closed, monitored testing at home (and noone would snitch on them) I don't see a problem here. Sure, acording to law it would be illegal but hey... it's fun.
