For the first time I'll say the anime did justice to Aokiji , in manga aokiji really can't react Garp's speed when in the anime Aokiji trying to stop garp with his ice Oda really did everything to downplay an Admirals , I mean where tf aokiji's advance observation at?
U need to realize that even garp has advanced observation haki. So when they both can see the future, it comes down to who is faster physically. And for garp who has no devil fruit, he is physically faster than aokiji. For example if luffy and sanji are to have a fight luffy would have a very hard time hitting sanji cuz of his speed. And since both can see the future very well. It will be a long dragged fight. Since sanji can’t hurt him and luffy can barely hit him.
Garp is just that fast, he was fighting roger level characters while the only one without any type of weapon(supreme grade weapons) or even devil fruit. He is the only one at the top that relied on his physicals. Roger had a supreme grade sword a higher level sword than enma which we saw how it improved zoro during wano. Whitebeard has one of the strongest devil fruit as well as his own supreme grade weapon. So being able to fight them should also mean he had something better in stats. So having high speed shouldnt be that surprising even though he is weakened here and not in prime he most likely was much faster than this.

Will Blackbeard announce Garp's execution if he fails to trade him to the Marines, or is it a ploy to lure Luffy into his territory? I think the Marine art of fighting under Garp is the most superior form of fighting. Luffy was only able to defeat Kaido because of insane capabilities of his DF. Also he needed to inflate his fist to use increase mass and surface area significantly to generate power to defeat Kaido. On the other hand Garp's technique doesn't require DF, nor any increase in physical form. But sheer bodily strength through persistent training and extreme power of Haki, conqueror's Haki, armament Haki, possibly Ryou? To focus so much force to generate a blast at a small point of a fist to obliterate an entire island. Coby achieved that as well with his Honesty Impact attack which shows that he's really a threat to any top fighter around.
Things about to get real once luffy finds out Garps Death…. Berserk Gear 5 maybe, he punch admiral kiji with so much Force and precision it draws a picture of garps face in the clouds smiling next to Ace( imagine a smiling, Crying, Berserk Gear 5 Luffy he could call a move, I like it “Pirate King Tears”-picture luffy signature punch, u know gumo gumo no storm but as big as the one in the kiado fight, Coming out the Clouds)

When garp punched the island face he got a bloody face in response because the damage transferred to him. Yet it wasn’t enough to knock him out. Shiryu wasn’t knocked out and was standing there when garp was frozen. Kaido was able to one shot luffy (who at the time had just beat katakuri so establishing himself as 1st yonko commander level of strength) easily. Garp the fist couldn’t knock any of them out even when his solid shots landed flush. I think the only one he took out was the giant guy wolf. I loved garp and galaxy impact was awesome, but his showing was well below all the yonko’s (even sick , dying, heavily injured white beard).
