You need to read the questions better. At 11:23 total weight of ALL is 500lbs, and at 16:20 total weight OF EACH TYPE is 100lbs. She is correct in both. As to the fueling with passengers, that's an ambiguity in the rules themselves. Per the manual, it's prohibited to refuel your bus with passengers on board "unless absolutely necessary" while refueling with passengers onboard while inside a building is never allowed period.
