This is a fantastic step towards making Dubai truly a financial hub like london, Singapore, nyc etc. But, to attract talented and ambitious folks for the long haul the Dubai gov needs to create incentives to settle in Dubai for western educated financial experts. I've noticed in my travels that most asian and middle eastern markets financial sectors cannot compete with places like NYC, London etc, because accommodating western talented individuals is still in its infancy in Dubai. Folks with little experience to seasoned western educated talent cannot move without the right compensation and living rights. Western cities will always be more attractive to finance sector employees because they need to feel they are safe and secure in the job plus have residency in the country, so if they lose a job and need to find another one, they don't need to worry about immigration issues. It is imperative for Dubai gov, to incorporate 10 year renewable visas for western educated MBAs, and other financial talent to grow their financial sector rapidly. If someone knows they can live in the country without worries of deportation they naturally tend to focus on their productivity, improving industry knowledge and work hard at a job or start their own business. This is how American economy has thrived for so long. Remove the legislative barriers so ppl can grow the economy.

Also, building a space for something and making it flourish and mature as a hub for something aren't exactly the same things. No city achieves everything in one night, same goes for Dubai. It'll take time for it to mature and come into its own. So far, it's doing a good job of it.

What happened to this?.. I thought the expansion might get completed by now, but it hasn't even started any construction yet..
