It has occasionally been suggested H may have a developmental issue due to his reported learning and anger issues. Research Foetal Alcohol Syndrome Disorder* and how it is displayed through the age progressions, from baby to adult.. It has a huge behavioural component and a child may not display it's physical features.
Though with H he could have been affected by nutritional deficiencies as it was reported that Diana apparently had severe bulimia during this time.
*FASD is due to alcohol intake, there is yet no known "safe" limit which is why doctors advise that no alcohol at all should be consumed during pregnancy. However most women don't realize they are pregnant until a few weeks have passed so may inadvertently have had alcohol during this time.
Sarah received negative press because she behaved badly! She was loud and arrogant!

I read that whenever Charles would see william and Harry behaving rudely with staff (attacking them with water gun, make fun of them, taking rudely with them etc..) charles gave them big tell off and many times made them wrote apology note, to chear up sad william and Harry Diana immediately pampered them.
Diana used to laugh it off whenever William and Harry missed behaved.
Both brothers were not well behaved but william was better than Harry and he behaved very well in front of the Queen, prince philip and Queen mother.

actually Queen was horrified by 7 years old prince William's lack of manners and she gave tell of to the nanny and after that she saw every weekend for tea and William's behaviour Improved with time.
Diana saw william relationship becoming too close to the Queen, prince philip and Queen mother she didn't like that.
Diana was jealous mother she even fired many nannies because Harry and William became too close to them.
Now she couldn't take away william from the family but she didn't let Harry get too close with them.

Queen ask both william and Harry to give her promise that they will not smoke, t drinking moderately only and no drugs.

I think drugs and alcohol has also played huge part in damaging Harry.

Not close? What about "the three musketeers"? Their bond was visibly very strong during the early years of Prince William and Catherine’s marriage, with Prince Harry often joining them for various engagements and initiatives. It seemed to me that Harry totally adored our lovely Princess Catherine back then.
To be fair to Sarah, when she first married Andrew the press dubbed her "Duchess of Pork" referring to her weight. They were foul.

Harry is 2 years younger than william and Queen mother was of the generation, who believed that children under the age of 8 shouldn't eat with adults and only child who is above the age of 8 and with good table can eat with adults.

The queen mother knew what was in store for William. Her husband, her and their children were thrust into roles they were never expected to have. Remember her husband was the so called spare.
