No , Certificate must be issued from Officer rank above than Tehsildar ( CO is below this level).
You have to make it signed by DM,
Or any officer of this grade like SDM,SDO etc

@@govind_parashar sir actually problem ye h ki Maine upsc cse m Jo certificate submit kiya hua h kahi fir usme dikkat na aajaye. Kahi Mai update Kara lu aur fir upsc m problem ho?? No, only one time you need to register but you have to consistently monitor the csas portal for allotment and upgradation of seat.
