Because the FBI is showing up on peoples property, in the middle of the night without a search warrant, signed by a judge. And a few days after that, the person who was searched, in the middle of the night, finds out that the FBI was at the wrong address.
Department policies are not laws... there's nothing stopping the director from sending a memo to do things differently. It's clear they tipped off the target of investigation here.
