I was always taught, when you write numbers 1-9 you write out the number - I have two sisters, The dog had six puppies. 10 and over you can use the number. Does this still hold true?

Lol, same here, I'm pretty good with cardinals aleph0, c, beth0 etc but I haven't grasped ordinal yet.
At least the video explains cardinality is about size/value, whereas ordinality is about positon/order.

Sir,In teens i.e 11,12 and 13 why we are calling 11th,12th and 13th instead of 11st,12nd,13rd as we are doing with 21st,22nd,23rd

Because the cardinal numbers are very different and it wouldn’t sound good.
One - eleven - twenty-one - thirty-one
Twenties, thirties, etc. follow the same pronunciation from one to nine, but eleven to nineteen do not, so the ordinal numbers are different too. Plus, the pronunciation would be VERY difficult! Twelvend? Thirteened? Too hard! :)
