If you have an older home you should be careful when adding and insulating everything. Older homes are built to have some draft. New homes have all these fans and ducts to control the air flow, but older homes are meant to leak SOME air. If you were to cover up 100% of all leaks, you could be damaging your home instead
Whatever they recommend as adequate ventilation, have a fraction of that level of ventilation. I had a surveyor survey the house I purchased, he was recommending a laughable amount of vents be installed. I'd literally never heat the place in Winter if I followed his recommendations. In one room he told me to seal up the windows for draughts and in same room recommended that I drill a large hole in the wall for an air vent?! After I purchased the house I actually reduced the amount of existing ventilation.

For floor vents and ceiling vents, I find it easier and more efficient to use aluminum tape. Also not as messy and can cover gaps better.
