So when you say ‘fire alarm’ response, you mean a fire alarm system activation? Usually called “alarms activated” in North America. Or do you mean a fire call (“structure fire”)? I’m just a bit confused about the ‘no. 1/ 2/ 3’ response system in HK… 😆
In HK it means a fire call and each call would divide into different level by the fire control.
Basically, each call start as a No.1 Fire or No.2 Fire.
For No.1 Fire, it would be a normal residential building or place. 4 trucks (HP, MP, TL, LRU/MRU) & 1 Amb are mobilize to the call initially, this is one of the situations.
Another No.1 Fire case, the fire control have received multiple reports of fire from a residential building. 8-11 trucks & 2-3 Ambs are mobilize to the call, such as 2 HP, 2 MP, 2 LRU/MRU, 1 TL, 1 RHP, 1 FCC & 1 ISV. Of course there may have different on each call, just a reference.

No.2 Fire call
A No.2 Fire is for the buildings like hospital, hotel, warehouse, MTR station or a scene far from water....
For a No.2 hotel Fire call, 8-11 trucks & 2-3 Ambs are mobilize to the scene initially, like 2 HP, 2 MP, 2 LRU/MRU, 2 TL, 1RHP, 1 ISV, 1 FCC for reference.
For No.2 Fire call at MTR station, the appliances have some different. At least 10 trucks & Amb are mobilize to the scene. For example, 2 HP, 2 MP, 2 LRU/MRU, 1 LT/ReT, 1 MCU, 1 BAPod, 1 FCC, 1 ISV, 1-2 Staff Car (DO) for reference.

For No.3 Fire, the SO/SSO can make the decision to upgrade a No.1/ No.2 fire to a No.3 fire depends on the situation the scene have.
