Its not entirely about the place you go to but places like great clips will hire anybody meanwhile most barbershops have way higher standards and only hire the best of the best
The thing is at these chain barber shops, usually people who care about cutting hair and are improving eventually move on to a real barber shop/salon. It's just some people don't really care about money and just like to cut hair so once in a while you find a good barber at one of these chains.
Great clips is goated for that, also I live in Rhode Island and I recommend Christian’s Barber in East Greenwich, ask for the guy Alex Scissorhands he is really good.
I asked for a low taper fade at great clips but after they were done they said my hair wasn’t long enough to look like the picture I showed them and that it didn’t even look like a haircut so they did a bowl cut on me 😭
