Put the technic pin in a technic pin hole lying horizontal so that the spring thing stands vertical. Place a minifig on the two studs, with a soccer ball at its feet, the press down on the circular part to the minifigs back and then release. This will send the ball flying. Just look at any of the LEGO soccer set instructions
I have never encountered a us bricklink store that hasn’t cleaned all the used pieces they’re selling. As for refunds, they are always cash - sometimes they will ask if you’d like a substitution but it’s always your choice and u usually will get a coupon anyway as a thanx for not making a stink about it
