Here's an idea. Instead of having companies litter the paths with unowned bikes, make it easier and safer for people to own bikes that they'll look after and keep at home?
All motor vehicles - unless they're mobility vehicles for the infirm - should be legislated as motor vehicles. There's nothing wrong with legs for transport in our cities, we should be promoting the idea of getting around under our own power - on our own bikes - or walking or riding public transport. The whole e-vehicle thing is just a cash grab by the same people who always seem to have access to massive public-purse support. Pavement parking of any vehicle should be punitively fined.
Here in China the rented e-bikes are mostly left in parking spaces on the pavements however there are users that leave them across the pavements or behind parked cars so the car owner has to move them out of the way so they can get out.
Lime bicycles are insured. Criminals also use cars, knives, and other tools. They wear hoodies and trainers so ban them too. Anything or anyone on the road will block the road. So let's ban slow drivers and zebra crossings too.
