Councils in my area do not have the ability or foresight to manage budgets effectively. When you see them spend thousands on automated speed limit signs (£11k for two!) which then don't work anyway, one wonders why we bother paying tax at all.
Fundamentally I think government has a recruitment crisis. Ironically if it were more competitive in the labour market it might attract more talented individuals to run it, and that would save it money in the long term being run more efficiently. That applies to central government too in many cases.
And that does NOT mean that all people who work for the council are useless. There are some fantastic people in local government. However, from my experience there are plenty simply not qualified to be in position, but if you pay peanuts who do you expect to apply for a role?

I often wonder if it would be more cost effective to pay people, or provide reduced ocst housing in urban areas to get people to move out of unproductive rural areas.

Technically, Councils don’t send you a bill, as was said; they send a demand, to the householder. So they basically grab money from whoever they consider can pay up .

The problem with government local and central is that too many people don’t contribute more than they take out. As tax cuts to the bottom end and more benefits have been paid out it’s unbalanced. When the coalition government increased the taxable allowance from the 6k it was in 2016 and it quickly got to 12k. This is great for low paid and even middle paid it cost a lot to implement. Adding in work benefits cost a fortune, substantially more than new labour expected. Large amounts of new arrivals are consuming more benefits than they are contributing. The country is in real trouble and Labour is not going to solve it.

The huge amount they are spending on their employees pensions which are far more generous than most in the private sector.

I visited your TH-cam channel. I have thoroughly analyzed many of your videos. your video topics are very nice. Your video thumbnails look very attractive. videos have appropriate titles. You have not written a proper description for the videos. tag is the most important thing to find videos on TH-cam. you have not used tags correctly in the video. in short, Your videos are not fully optimized. TH-cam cannot show the video to the desired audience because it is not fully optimized. do you want to optimize your video for many subscriber views and likes?

No, they are into POT HOLES, because many road surfaces are now not regularly maintained, never properly repaired and are dangerously (and damage-causing) unfit for purpose. This observation excludes especially the ISLE OF MAN whose road surfaces are exceptionally fit for purpose, Angelesy ditto, BUT DERBYSHIRE WIN THE annual prize for the roads with the most atrocious road surfaces, probably again next year!
