I lived there the first 31 years of my life. Haarlem has improved. It used to be a bit shabby, but the influx of rich Amsterdam people that wanted to raise children outside of the crowded Amsterdam city is improving Haarlem as well. Flip side: I cannot afford to return to Haarlem anymore.
90% of Dutch people are very friendly and actually do like foreigners to visit the country (The Netherlands always has been a trading nation with many ties all over the world)... of course there some frustrated people, but you will not notice them...

the people of Haarlem are called mosquitoes. The most logical explanation is that there used to be a lot of mosquitoes in Haarlem, because our city was surrounded by peat and marsh.
29% in Haarlem has a migration background. a bit higher than the dutch average. This also includes people with at least one foreign parent. Since the Dutch Republic the Netherlands always has been a country with a fairly high number of immigrants.
