Good idea lining it with plastic. However spray foam can be unpredictable as can be any foam based on temperature, humidity etc. Try using an A/B 2 part polyurethane foam like from smooth on. In the end you'll get your money worth and better quality. For the money, quality is key. 😉
A few questions. What thickness is the plastic bag? Would it possibly help make a better form to spray the inside of the mask with adhesive, before putting the bag in, then smoothing the plastic out and into cavities such as the chin, before filling with foam? (They make a number of temporary aerosol adhesives that allow re-positioning.).
I leave the bag loose inside the mask because I remove the bag , then remove the foam insert and wrap it with black duck tape. That way, the mask will not have any foam residue inside it in case I decide to wear the mask or replace it. Also, I spray water into the bag before injecting the first layer of foam into it. I fill it to about a third,then let it expand, spraying water onto it. It helps it cure and form a "skin," making it easier to work with. Now you could put a tiny piece of 2 sided tape into the nose and chin to hold the bag in those areas.

I guess, what's the thickness of a baggie? That's about the thickness I use The bag I use was one that the mask came in. I put tape over the tiny round anti suffocation holes that were put into the bag. So kids don't die of suffocation if they put the bag on their head .
