Hoping that all the "free" ships and aircraft have been refitted and overhauled for continued operations since these vehicles are likely drawn from decommissioned stocks. Also the current administration should work out a deal for continued maintenance on ALL our vehicle and ship assets with American contractors validated by US Department of Defense.
I have been work in two American bases in Guantanamo and Diego Garcia and most of this ships and aircraft are slightly use, with good maintenance and storage, running condition the good is tested long time.not like brand-new you will find some problem during operation, like factory defects.

The BIGGEST problem in the Philippines is not corruption, system, or such. The biggest problem WAS OPENING THE ECONOMY to the wrong Foreign Direct Investors like China and Singapore. The PUBLIC UTILITY SERVICES INCLUDING PUBLIC INFRASTRUCTURES were sold to Chinese and Singapore Conglomerates which are in control of the Philippine economy. The basic commodities skyrocketed because of these greedy corporations and conglomerates.
The government must FIND A WAY TO REMOVE THE CHINESE and SINGAPORE governments from controlling the Philippine economy. These PUBLIC COMMODITIES must be returned to the Philippine government.
China in the West Philippines Sea is also preventing the Philippines from exploring its own EEZ and natural resources. Fish are stolen by hundreds of fishing fleets owned by the Chinese. They harvest twice a year and threatens Filipino small fisherman from entering their fishing. They are only allowed after their harvest when there is not much fish to catch.
The Chinese are also preventing the Philippine government from exploring gas and oil deposits from their own EEZ and territories. They claim over 90% of the South China Sea named after the Portuguese explorer.
As per the arms, Japan signed a treaty with the US after WW2 not to develop arms until China has been making its own nuclear. Japan now is on the path of developing more advanced weapons based on the arms supplied by the US. South Korea has the most advanced anti-missile developed by Israel to defend itself from North Korea. The Philippines is nowhere near defending itself from China, but if China attacks the Philippines first, more arms will be flown from many other countries. The Philippines is now armed to defend itself with enough time before allies will come to the rescue.

If you need the blueprints, it must be under a legal license, if you want a licensed copy of the same vehicle. This includes hull, engine, everything. It will be under legal license, not donations. This goes for ships, boats, munitions, vehicles, aircraft and tanks. Otherwise there will be people that will sue you for it
