It has always baffled me since the trumpets have a higher playing register than the horns. To me it would be like placing flutes below clarinets

​​@@jck4134 Well in ye olden times, the horns used to be considered another wind instrument in old scoring, so composers just kept the tradition by placing them close to the winds
