Let me explain, The BloodRage SSJ Transformation is exclusive to Xero because of how powerless he felt during the tournament of power, at that point before he couldn't even use SSJ, so he got angry at himself for not being strong enough to protect everyone else, then it was just him and jiren, then he snapped, what it would like like is a Red hair, eye, bloody aura, jiren was surprised and used his full power, but Xero had enough of talking and threw jiren off the stage, when the super dragonballs were used he used them to have three more wishes,
One:Bring back all of the universe's including 13-18.
Two: Give champa's earth health.
And Three: Bring back planet vegeta.
