She started a forbidden affair with the 17-year-old Charles (basically her step-grandson lol), became pregnant and gave birth to a daughter. That's the baby we see here. Charles, knowing that he must put an end to this scandalous affair, marries her off in this scene, to the Marquis of Brandenburg. The man who sits next to Charles's throne is just Gattinara, one of his advisors. Emperor Maximilian doesn't appear on screen in this series.

(Although they could have a closer relationship - there's so much of that I lose track!)
