Terrible plan and would not benefit and scale up and attract people and stay longer. The best designs are those with adjacent road parallel to the beach and opposite would be hotels and commercial structures. I have seen this in many countries including city of Danang Vietnam and Pattaya and Famous beaches in Brazil
