It depends man. Most times I just try out what works. If you need the drums to 'ring' more, you'd have to tighten the resonant head (but you'd have to know there's a limit to how tight you can go for each different one of the drums). Most time I tend to tighten the resonant head and just use my ears to tune the batter head. If it still doesn't give me what I want, I go back to the resonant heads and make certain adjustments.
