Japanese players on the other hand would not, apart from using loan words and writing them in a different kana to show that. The police scanner is also a relatively small thing here, which Japanese players likely won't understand anyway. Rockstar may have simply blanked out the audio files if you were to check their audio bank.

Tbh, a lot of these changes (if they're not bugs, that is) make a lot of sense if you understand Japanese culture. - Hitting someone while they're down is a big no-no in Japan. Dishonorable, and all that - Conversely, decapitation is seen as a much 'cleaner' and honorable way to die in Japanese heritage, so that's why the Katana and the knife-slit animation are still in there - The removal of all drugs is a pretty simple one, Japan has always had a zero-tolerance culture regarding drugs - "Does this mean that Sony only cared about using guns in this version?" Actually, yes. The Japanese have a very big taboo surrounding guns since the days of being conquered by Western invaders who used much more advanced firearms. They did see issues, the dev for yakuza struggled to release it. His idea for yakuza and the underworld of japan was constantly being turned down by the heads there, was kind of unfortunate, but after they saw the success, they gave in.

It was so bad that at some point, T2 said they would stop porting games on Sony Consoles entirely, not just in JPN. If it wasnt for the direct intervention from Sony's NA CEO who mended relations somewhat, it wouldve been entirely possible that there wouldve been no RDR, LA Noire, GTA 4 or 5 on the PS3...

Japanese players on the other hand would not, apart from using loan words and writing them in a different kana to show that.
The police scanner is also a relatively small thing here, which Japanese players likely won't understand anyway. Rockstar may have simply blanked out the audio files if you were to check their audio bank.

Tbh, a lot of these changes (if they're not bugs, that is) make a lot of sense if you understand Japanese culture.
- Hitting someone while they're down is a big no-no in Japan. Dishonorable, and all that
- Conversely, decapitation is seen as a much 'cleaner' and honorable way to die in Japanese heritage, so that's why the Katana and the knife-slit animation are still in there
- The removal of all drugs is a pretty simple one, Japan has always had a zero-tolerance culture regarding drugs

The Japanese have a very big taboo surrounding guns since the days of being conquered by Western invaders who used much more advanced firearms. Guns are seen as tools of the weak and swords and blades are seen as much more 'honorable' weapons. Even the Yakuza rarely use guns, although that's got more to do with maintaining a low profile
Given all these reasons its almost impossible to sell a story based on western and particularly american social and cultural issues. They should've not even bothered to release gta there. When it comes to art and entertainment the product should not be adapted to the consumer, its the consumer the one who has to adapt to the product. Censors don't understand that
