@TimBatSea (on the east coast) delivers petroleum products. The separate tug aids fire control - if there's a problem you can put clear water between the two. On the Hudson they have many fuel barges on journeys of a few hours, so a tug is attached to deliver the product, and may then move something else whilst the barge unloads. Not sure why they do it on the Great Lakes
