It would be great if you'd add in some details as you're working (when background noise allows) about what you're doing. What is the basic operation of that sequencer? If 15kv strips were unexpected, why? Too small? Anything you can add in as you're working helps viewers like me understand more- thanks for posting these videos so regularly!
I suppose would have been nice if previous tech had made a note on the unit's door cover saying "added 3# 410a, was low" I don't think I've done that but do write down when a motor or cap is changed.
I wonder if it was overcharged due to a leak, and the previous owner just didn't want to pay to fix it. Hopefully you won't get a callback in Spring that shows a low charge.
My first observation is that it appears that the indoor and outdoor units were connected to an existing ductwork system (see the poor transition on the supply plenum), but it looks like a high velocity mini duct system, ie: SpacePak, Hi-V or Unico). A standard air handler won't work on that duct system. It's impossible to accurately evaluate the charge if the correct indoor airflow isn't verified. It was probably also overcharged. I noticed that after adjusting the charge, the suction pressure was 90 psi. The indoor coil would be freezing up at that pressure.
I would have installed a Disconnect and a new heat package. I know that's not always the best expense way, but it would be the safest way for future call backs

Arcing will be expected if there was a load on the circuit, which there was.
