The hard thing about being a developer for a popular game is that you need to be very secretive and unpredictable about the updates. You want to be able to surprise your audience before someone else gets the same idea as you. If you are too open about upcoming content or choose too many highly requested characters, your audience will become your competition. Despite being fan projects, FNF mods have shown that they can be as good as and surpass the base game. You need to be both creative and innovative for the base game to stand out. The stalker girls were scrapped even before Vs. NekoFreak and Baddies came out, but now that the fanbase made the level for us, the developers want to make new characters so that we can have a fresher experience.
Saaaaaaaaaaaaaaaaaame, would have much preferred her to be in the OG game and not the mod, sucks for the devs too for having to totally scrap characters that get added to mods.

Idk, i feel like people would still enjoy it if a leaked desigb was still used after modders get to it. But i guess its the lost motivation when you see people have already made animations and such for a character, then having to step in and make the official one when the work has kinda already been done, even if not as well.

The issue with the stalkers is that it was original content by PhantomArcade that was traced, but Hank is from a seperate thing entirely so official FNF's adaptation of Hank could be different from other mods. Just well, don't take the time to actually draw the character again over and over for an animation rather than just taking the art itself and then making them into sprites. The stalkers are HIS original characters and people have already used that character countless times before he even got to. If people use something you made before you did, then it's perfectly fine for you not to want to do that thing and just move on.
