I would think the biggest factor is insulating well. We get way way cold here and I coordinated with the building inspector on this. I used pex just because that's pretty standard here unless you're doing a super high end home and someone wants to pay a premium for a full copper/solder job. The most important component was the double wall and double insulation. Then of course blow in insulation to a super high R value in the whole attic on top of that as well.
Im thinking that it couldn't hurt to wrap the pipe with the foam insulation. Not that you ever want a pipe to freeze but I've found pex to be more forgiving over copper. Building girls like yourself impress me. I think your real estate and property rental knowledge are your super powers.

I live in Texas the weather over here gets crazy its to cold than to hot so i dont know what type of plumbing would be recommended
