That’s an old A frame pole truck. I never personally used one as they go back before my time. They used that bed winch to lift the poles up to a vertical position over the pole hole with that first piece you removed. So sad it won’t be restored as a utility truck. That periscope was for the driver/operator to see where the pole was nearest the A frame.
No he gets lucky because people just give him free cars and he makes lots of money filming it and sells the free car for more money. Look him up. He is worth millions.
